More About Pelican Bay Pelican Bay Services Division (PBSD) is a division of Collier County government committed to providing exceptional municipal services exclusively to Pelican Bay residents. The Division employs a professional manager and operations staff who work closely with the Pelican Bay Foundation and the Pelican Bay Property Owners Association to identify resources to meet the needs of residents. The division is funded by a Municipal Services Taxing and Benefit Unit (MSTBU). The MSTBU was established by Collier County in the early 1990s following the acquisition of the Pelican Bay Independent District. Services provided by PBSD are as follows: Street Lighting For your safety and security, PBSD maintains the streetlights along Pelican Bay roadways. The division is working on a multi-year project to change all streetlights to more energy efficient LED lights which will also enhance safety. Streetscape Beautification Pelican Bay Services Division provides streetscape beautification services, including landscaping maintenance and irrigation along Pelican Bay roadways, medians, pathways and parks. The Division also maintains the new concrete sidewalks within Pelican Bay and is working on a multi-year sign replacement project. Stormwater Management Pelican Bay Services Division manages and maintains the Pelican Bay stormwater drainage system and monitors the water quality in Clam Bay. Clam Pass and Beach Maintenance Clam Pass is a small inlet in Collier County that supports tidal flow to the wetland preserve of Clam Bay Natural Resource Protection Area (NRPA). The PBSD is responsible for advising the County on dredging and maintaining Clam Pass for the purpose of enhancing the health of the affected mangrove forest and managing such activities for the County. Monitoring of the hydraulic and physical conditions of the Clam Bay system includes continuous tidal exchange data collection at five locations with the bay system. The amount of sand accumulation in the inlet is monitored regularly. Occasionally, sand builds up in Clam Pass requiring a maintenance excavation of the pass. The excavated sand from the inlet template is used to restore the north inlet bank and adjacent beach along Pelican Bay South Beach. A late-2025 or early-2026 maintenance excavation event is planned for Clam Pass. The PBSD rakes the beach as needed and works with Collier County Coastal Zone Management on beach renourishment projects. Advisory Board The Pelican Bay Services Division Board advises the Collier County Board of County Commissioners on important issues that pertain to Pelican Bay residents. The Advisory Board also assists staff with preparing the annual budget. The 12-member (nine residential, two commercial, one Pelican Bay Foundation appointed) Board is elected by the residents and commercial stakeholders within Pelican Bay. The 12th member of the Board is a non-voting member appointed by the Pelican Bay Foundation. The Board meets on the second Wednesday of each month at 1:30 p.m. at the Community Center. The Board also has the following committees: Budget, Clam Bay, Landscape & Safety, and Water Management. The committees meet as needed and meetings are generally at the PBSD offices in the Truist Building. All meetings are subject to date, time and location changes.
