STAY IN THE BAY Pelican Bay enters 2023 a bit hobbled but unbowed. This community is home — either full time or part time — to more than 15,000 people and 17 commercial entities including hotels, malls, a worldrenowned arts center, restaurants, grocery stores and a church. All have been impacted by Hurricane Ian, which inundated much of our community in September. But the sun still shines in Naples and hard work is underway to get all our amenities back to their pre-storm condition, or even better. The impact of Hurricane Ian on our community was unprecedented and the return of all our amenities will take time. Ian was the deadliest storm in Florida in more than 85 years. What made it truly unprecedented was the storm surge. The real-time tide gauge monitors installed throughout the Clam Bay system recorded between 9 and 13.2 feet of surge. Pelican Bay experienced storm surge 1 to 1.5 miles inland and, on Pelican Bay Boulevard, the water was 6 feet high. The mangrove estuary and water management berm that runs the length of most of the community undoubtedly prevented the surge from being even worse. The cleanup of our community started immediately following the storm. During the first six weeks, our staff and disaster recovery team spent 20,000-person-hours to collect and dispose of 33,000 cubic feet of debris. The Community Center, which sits at the highest elevation in Pelican Bay, was the quickest to be restored. Along with Fitness &Wellness, it reopened five days after the storm. North tennis required debris removal and redressing. It reopened 12 days after the storm. The south tennis courts, which were underwater for a long period of time, had to be entirely rebuilt. They reopened as of mid-November. At that same time, group fitness classes returned. Social activities are being added at the Community Center as something of a substitute for activities that cannot take place at the beach restaurants. Bridge, Men’s Coffee and Women’s League activities are back as well. The Commons building, which was under 5 or 6 feet of storm surge during the storm, is the final element of our landside amenities requiring substantial repair. Most of us are familiar with the second level of The Commons, where the business of Pelican Bay is conducted. It was the lower level, which houses large refrigerators and freezers and where food deliveries are received and sorted for conveyance to the beach restaurants, that was impacted by the surge. All the food and appliances were lost. The area also provides centralized services for transportation, security, beach, maintenance and storage of all operational supplies. Trams were stored there to protect them from hurricane winds. When they were covered by salt water, their batteries were destroyed. All this equipment is being replaced. In the near-term, smaller substitute trams are being deployed. But the real issue for Pelican Bay is the rebuilding of our beach restaurants. Unlike land-based repairs, our beach restaurants are subject to regulations from federal, state and county entities. We need to comply with rules from FEMA, the Army Corps of Engineers, the Florida Department of Environmental Protection, Florida Wildlife and Conservation and Collier County, among others. The totality of these regulations may narrow our options but will not eliminate them. The plan is to restore Marker 36 as built along with north-side beach access by late summer or early fall 2023. South Beach restoration will start immediately following the completion of Marker 36. We will use the time between now and then to figure out ways to reconfigure some elements that members have indicated they would like to see changed, including the size and direction of the bar, the beach take-out facility and the availability of seating. The Facilities Committee is working hard to develop options for member consideration. infrastructure, consistent with regulations and newest technology. As work on the restaurants get going, management and contractors have prioritized the opening of beach access at South Beach. Some limited food & beverage offerings will also be available. Hopefully, as you read this, these will already be in use. So, for all of 2023, Pelican Bay will have 100% use of all tennis courts, the Fitness &Wellness Center and the Community Center. The berm and limited tram service will also be available to take members from end to end and to the South Beach. Walking paths and biking routes are back as is Artis–Naples, the Waterside Shops and the Marketplace. Some 2022 priorities have been postponed in order to focus on the restoration of the beach and its restaurants. An enlargement of the Community Center was tabled in June as members were concerned about the cost and the need to temporarily remove access to the north tennis courts during one season. The ability to focus both dollars and attention on the renovation of the community’s waterbased assets, now that this project is on hold, is propitious. Likewise, our efforts to bring pickleball to Pelican Bay are on hold. There is no location within our campus that is either available to us or did not create strong neighborhood opposition. We had been working with the County to bring pickleball to the Pelican Bay Community Park but a new board of county commissioners and a new county manager have put that project on hold. And Hurricane Ian has changed the County’s immediate priorities. We continue to work with our colleagues in the Pelican Bay Services Division on landscape and safety issues, lake bank restoration and the replacement of sidewalks along Pelican Bay Boulevard. The latter will be a time-consuming project, but it will add much to the appearance of our community and the safety of walkers and runners (and dogs). We urge you to enjoy what’s available in Pelican Bay in 2023. We wish our restaurants were available, but all other outdoor and indoor activities are ready to be enjoyed — and Naples weather is second to none! As you may or may not know, the Pelican Bay Foundation is working toward going completely paperless for the annual Board of Directors elections. With close to 1,500 community residents already enjoying the ease and convenience of paperless voting, now is a great time to sign up, before the next election. Online paperless voting saves you time, reduces the paper waste created by mailing ballots and saves the Foundation money, which can be better used elsewhere in the community. Below, we outline four easy steps to go completely paperless this election season. STEP 1: LOG IN TO YOUR MEMBER PORTAL The first step is to log in to your PelicanBay.org member portal with your member ID and password. STEP 2: VISIT PELICANBAY.ORG/PAPERLESS Because the Electronic Consent Form is a legal document, you must first be logged in to the secure member portal at PelicanBay.org before accessing PelicanBay.org/Paperless. STEP 3: SUBMIT A COMPLETED ELECTRONIC CONSENT FORM Submitting a completed Electronic Consent Form is necessary to document that you acknowledge and willingly accept the terms and policies to receive electronic notifications from the Foundation. Each Pelican Bay property is linked with its own unique voter ID, so make sure to list all your Pelican Bay addresses if you have more than one. By submitting this form, you are consenting to receive official election information through the email address provided on the form and registering to vote in future Board of Directors elections electronically. When filling out the form, we recommend submitting the email address you use the most as this will be how you receive your electronic voting information. Carefully read the terms detailing what electronic consent truly is. By consenting to electronic notifications, you will no longer receive paper communications regarding upcoming elections. After reading thoroughly and checking “I agree,” you will receive a confirmation email recognizing that you consented to electronic notifications. STEP 4: VOTE! Pelican Bay enjoys the most extensive communications network of any community association. With options ranging from digital to more traditional, a variety of communication preferences are covered. In addition to the website, PelicanBay. org, which is a repository for vast amounts of information, the community generates weekly e-newsletters, annually publishes 19 printed newspapers (Pelican Bay Post), displays information on digital boards throughout the community and provides timely information “on the go” through the Pelican Bay app. Multiple informational and committee meetings, community events and promotions are conducted all year long, and direct mail correspondence is utilized as needed. Committed to advancing membercentered technology, Pelican Bay has rolled out many new initiatives in the last year, including digital member cards, an online ordering process for guest cards and enhanced reservation/registration systems for added convenience. In addition, wireless hotspots have been optimized for signal strength and volume of users. WEEKLY E-NEWSLETTER “Today in the Bay” is the e-newsletter publication of the Pelican Bay Foundation, which is emailed weekly to all subscribers. It offers weekly updates for time-sensitive material, including Pelican Bay information update, restaurant events and specials, reminders for recreational events, current policy e-reminders, safety issues and closures. If you wish to change the email address at which you receive “Today in the Bay,” simply scroll all the way to the bottom of the e-newsletter and click on “Update Profile/Email Address.” This will take you to a webpage with a form where you may change your email address for future e-newsletters. MOBILE APPS There are three apps our members may find useful for taking advantage of everything Pelican Bay offers. Pelican Bay Foundation App The Pelican Bay mobile app allows members to obtain information in the palm of their hands via their smartphone and/or tablet. It provides tools to integrate members’ devices with Foundation phone numbers, GPS coordinates and optimized e-forms. Plus, members can access community news, their digital member card, beach conditions and more at the touch of a button. The mobile app provides members with real-time notifications, addressing the delivery of time-sensitive information. These “push notifications” allow us to send quick and succinct messages directly to members within the application, such as breaking news and alerts, traffic advisory updates and construction updates and closures. Some added features of this particular app include recording and sending a “voice note” or photo straight to the Foundation from the app. The Foundation offers two additional mobile apps, allowing members to reserve workout times and court times with ease. Pelican Bay Foundation Fitness App Allows members to book fitness reservations. Members may also book online directly from Pelican Bay’s Mind Body page. Chelsea Reservations App Members may register for tennis, pickleball, events and other activities through this app. They may also book online through Pelican Bay’s Chelsea reservation system or by accessing TopDog from the Pelican Bay tennis webpage. Download the Pelican Bay mobile application by visiting the Apple App Store or Google Play Store. DIGITAL DISPLAY BOARDS High-definition television displays, or digital display boards, are placed throughout various Foundation locations. NEW OWNER QUESTIONS A. After closing on my new Pelican Bay home, what do I need to do? You need to email the following items to memberservices@ pelicanbay.org: 1. Warranty deed from closing. (shows change of ownership) 2. Settlement Statement from closing. (verification PBF amounts were paid at closing) 3. JPEG photo of each owner. (Photos taken by smartphone work best.) 4. Picture of driver license for each qualified member. (Email a scanned copy or a photo from your phone.) 5. Cell numbers in case you lose something at the beach. 6. Emails where you wish to receive our e-newsletters and notifications. 7. Mail address if other than Pelican Bay address. 8. Indicate if you wish to make online tennis court reservations. 9. Indicate if you would like a digital card as well as a physical card. 10. If property ownership will be held in a trust, partnership, corporation or LLC, please email documentation identifying the trustee or manager of that entity. Member Services will reply to your email within a reasonable amount of time to confirm your member cards are ready to be picked up at The Commons building, located at 6251 Pelican Bay Blvd. We will provide you with member guides, maps and additional helpful information when we issue you the member cards. Q. How do I use my membership card? A. Carry your digital or physical card on you when using Foundation amenities. Your card will be swiped or scanned to gain access to beaches, Pelican Bay restaurants, sailboats, kayaks, hybrid canoes, trails, the Community Center, Fitness Center and various classes and activities throughout Pelican Bay. Q. How much does a membership card cost? A. Membership cards do not cost anything if you are obtaining them for the first time or renewing. However, there is a charge for a lost card of $25. Caregiver cards cost $100 and are issued to a full-time live-in caregiver for a period of six months. Please accompany your caregiver or send along a signed letter approving your designated caregiver to receive a card. A governmentissued photo ID must be presented. Q. A. Yes, you can take up to six people with your valid membership card. If your guest wants to access Foundation facilities and amenities on their own, a guest pass must be purchased online at pelicanbay.org by the member on the guest’s behalf from Guest Services. Q. Do children need membership cards? A. Children 12 and under do not need membership cards, but must be accompanied by someone with a Foundation- issued membership card. Teenagers 13 and over must have their own membership card (dependent card) if not accompanied by a member. Q. Can I access amenities at Pelican Bay with my digital card on my phone? A. Yes. Q. If ownership of my unit is in the name of a trust, partnership, corporation or LLC, can all the listed members of that entity get member cards? A. No. In this type of ownership, the only member card issued would be to the trustee or designee of the owning entity. That trustee or designee can designate one spouse or adult person living with them (proven by a valid government-issued photo ID that clearly shows the physical address is the same as the owner) as a second member cardholder. All other listed Members in these types of ownership may only get guest cards ordered by the member cardholder of that entity. GENERAL MEMBERSHIP OWNER QUESTIONS Q. If I am an owner and have only one member card in my name, can I designate a secondperson to have a member card? A. Yes, you can add a second person, but that person must either be a spouse (proven with a marriage certificate) or an adult person living with you (proven by a valid governmentissued photo ID that clearly shows your physical address) at either your Pelican Bay address or your northern physical address. Q. If my property is owned by a legal entity, can my children receive owner passes? A. No, unless the children are listed as percentage owners separate from the legal entity, they would not get owners’ passes. If your children are truly dependents, as defined by the IRS (ages 23 and under), and they have a driver’s license with your listed physical address on it, they can get a dependent card valid for one year at a time. Q.What if I have an adult child that I wish to receive a member card? A. Unless they are truly dependent, as typically defined by the IRS (ages 23 and under), they would not qualify for a dependent card, but you could order them a guest pass as long as they are not Collier or Lee county residents. Q. Can my dependent or designee use a passport or mail addressed to my home, utility bills, tuition invoices, general correspondence or even bank statements, as proof of living in my home? A. No. Only a government-issued photo ID may be used for proof of dependency. A passport does not contain an address. Q. I live overseas.We do not have addresses on our driver’s license and our country does not provide any other form of government-issued photo ID. How do my dependents or designees show that they qualify for a Foundation card? A. Dependents and/or designees need to produce some documentation that they live together in their home country. Affidavit signed and notarized by a town official that they share a domicile Q.Who can obtain a caregiver card? A. Caregiver cards are issued to “owner-designated” full-time live-in caregivers for up to a six-month period. They are renewable every six months and cost $100 each time they are renewed. We require that the owner receiving the care is either present at time of card issuance or that a signed letter from the owner designating who the caregiver will be is presented. The Pelican Bay Foundation reserves the right to call the owner and verify instructions to issue any Caregiver cards. Q. I lost my card, what do I do? A. Call Member Services at 597-8081 option 2 and you will have the option of being issued a complimentary two-week temporary card while you continue to search for the card or pay $25 to replace your member card immediately. Q. How many people can I take with me to the beach? A. With a member, dependent or renter card, you can take up to six people with you without a guest pass, but there are a few stipulations. Your guest cannot use fitness or tennis facilities, even if they are present with you, without a pre-purchased guest pass. All guests that are present with you for all other amenities must be with you at all times. Some amenities may have extra guest fees. Q. I lost my spouse and now only have one member card.Why can’t I get the other one for my adult son or daughter? A. Unless your adult child is clearly listed as an owner (or you decide to add them to the deed as a minimum of 1% owner), they would only qualify for a guest card, which you can purchase for them for a period of up to 30 days. If they are living with you and have a government-issued photo ID with your Pelican Bay address on it, you could designate them as “an adult person living with you” and they could obtain a designee card, much like your member card. Keep in mind that, unless the deed states otherwise, this would be the only other card issued on your property. Q.We are moving from one place to another in Pelican Bay.What do I need to do? A. If you have never used the onetime lifetime resale capital assessment exemption, you can apply for that immediately. Be sure you understand all the qualification guidelines. Also, since our member card numbers are based on the property address and not the owner, you need to turn in your old member cards, either before the closing on the currently owned property or after you close on the new property, if that new home closing happens first. If member cards are not returned to the Foundation on your ‘old’ property, a $500 fee will be assessed. As soon as you close on the new home, you can email us a copy of the warranty deed and the settlement statement to obtain member cards on that property in Pelican Bay. Q.When do Pelican Bay Foundation membership cards need to be surrendered? A. Membership cards are tied not only to a person, but to a specific property. Foundation membership cards need to be surrendered to the Foundation prior to a property being sold or leased. If the property is being sold, the Member will incur a $500 fee if cards are not turned in prior to closing. LESSOR & LESSEE QUESTIONS Q. If my tenants should leave early or terminate their lease prior to the lease end date, I am entitled to my owner member card rights and privileges early as well, right? A. The Foundation will require a letter from your condo association that acknowledges they are aware of your tenant leaving early. This letter must be received by email and be pro- vided to the Foundation Member Ser- vices office before we can reactivate your member cards to you. Please arrange this in advance of reinstating member cards. Q. If my tenants decide to extend their stay for up to two weeks, can I just give you permission to extend their amenity cards? A. No, your condo association must email us the approval for the extra days, up to two weeks, before we can extend the member cards. For extensions of up to two weeks, there is no additional charge by the Pelican Bay Foundation. Q. If I decide to rent my property, can I send my renters to the Foundation to receive a renter’s member card? A. You must first have your condo association’s approval (in writing); fill out the Pelican Bay Foundation application for leasing (this can be found at pelicanbay.org), which is on our website; and submit the $300 Founda- tion rental fee good for up to two people. All of this must be turned in at least 30 days prior to the rental start date. Q.What if we are new members or incoming tenants and we don’t get in until late Friday or the weekend? A. If your closing or leasing paperwork is provided ahead of time to the Foundation, and is complete, we can provide you temporary weekend member cards that can be picked up 24/7 through our lockers outside The Commons. You must call or email prior to Friday at noon to prearrange this with Member Services. Q.Where can I get a Pelican Bay lease application application? A. You can obtain an application online at PelicanBay.org (click on the Members tab and then click on leasing/ tenant information). It is a three-page document, which includes instructions, lease application and approval form for your association to complete. Q.What must I supply to the Foundation to be sure my tenants can get their renter membership cards? A. your condo association representative, and the owners’ membership cards turned into the Foundation. Also, if your property is a single-family residence (not in a condo association), we will accept a copy of the lease agreement in lieu of a condo association approval. GUEST CARD PRACTICES The owner and/or renter of a unit in Pelican Bay is in control of who receives guest cards. Guest cards are intended for family members visiting you as well as friends who are staying in your unit. As a practical matter, we understand that, given the size of some families, it is not physically possible to have everyone stay at your unit. We understand that some family members may have to stay at local area hotels. Local guests (Lee and Collier county full-time and seasonal residents) are not eligible for guest cards. However, they may accompany a member to the beach and restaurants. The following Q & A hopefully provides guidance as to who is eligible for a guest card. The guest card is not intended for any friends who happen to be in the general area of Naples. In this case, the solution is to accompany your guests. Each owner can bring up to six guests with them to the beach. GUEST CARD QUESTIONS Q.Who needs a guest card? • Houseguests of Member who will use the Foundation amenities while not accompanied by the Member • Houseguests of Member using Tennis and Fitness facilities must have a guest card, even if accompanied by the Member. Q. How many guest cards can I purchase? • There is no limit on the number of guest cards per Member. • There is a limit of 30 days within any 12-month period for guests not related to the Member. • Relatives of Members are not limited in days for guest cards. However, a maximum of a 30-day card can be made at a time. Q. How can I order guest cards? Guest cards cannot be ordered by phone or in person. All guest cards must be ordered online. • Log into PelicanBay.org as a Member and complete a guest card request form online (found under “Members.”) Once submitted, you will receive a confirmation email. Q. Howmuch does a guest card cost? Guest cards are $5 per day (plus 7% tax) with a two-day minimum. Guest cards are nonrefundable at all times. Please be sure that all information is correct before submitting the online form. Q.What if the office is closed when we need to get the guest cards? Currently, prepaid guest cards ordered by 3 p.m. during normal business hours are available for after-hour pickup outside The Commons through our locker system. Q.
