• Color - Must be consistent with the neighborhood’s color scheme. • Workmanship - The quality of work must be equal to or better than that of existing structures. ELECTIONS COMMITTEE • Draft an election procedure resolution for approval by the Board. • Publish notice of the election in the Pelican Bay Post. • Certify that nominees for the Board meet the qualifications stated in section 4.04 of the Bylaws or its successors. • Organize and run forums where candidates may address voters. • Resolve complaints about the election process. • Recommend the method of voting for Board approval. • Retain and oversee the services of an outside firm or firms to print and mail the ballot packets; receive and tabulate the ballots, including the creation and maintenance of an internet voting site; audit the results in case of a contested election; and provide such other services as the committee deems appropriate. • Oversee the voting • Certify the election results. • Announce the election results in aggregate only. FACILITIES COMMITTEE • Consult with the Strategic Planning Committee on new facilities and improvements to existing facilities. • Develop concepts for capital projects. • Solicit member input on projects under consideration. • Review design documents and identify issues or suggest revisions. • Review bid evaluation packets from partners and contractors. • Conduct periodic review of construction, identify issues and offer recommendations. • Review performance of partners. MEMBER POLICIES AND RELATIONS COMMITTEE • Serve as a sounding board to Foundation members and may address suggestions and concerns. • Review member policies as needed. • Recommend to the Board new policies or changes in policies, based on a thoughtful consideration of what appears to be in the interest of the membership. • Address issues at the request of the Foundation Board. • Members at large shall serve as the member Appeals Committee for member fines and suspension. LEGAL AD HOC COMMITTEE This ad hoc committee was formed by the Foundation Board to review and report on the following issues: • Any litigation matters • Legal aspects of future development and redevelopment within Pelican Bay • Consideration of any new land use or alternative governing structures impacting Pelican Bay • Legislative or regulatory changes that could affect Pelican Bay • Other matters that the Board may direct the committee to consider during the term of its existence • Interact with expert outside counsel to advise on specific issues MEDIA INFRASTRUCTURE AD HOC COMMITTEE The Media Infrastructure Ad Hoc Committee reviews the media infrastructure within Pelican Bay with a view of the future. The Committee will explore options available, with the goal of providing media services at competitive costs that reflect current and next-generation technologies. Maintain a working relationship with senior management of the selected provider to review the performance of the provider, responsiveness to Pelican Bay residents and compliance with contractual obligations. The Committee’s duties include: • Investigate alternatives for TV infrastructure (broadcast, subscription and streaming). • Investigate alternatives for Telephone infrastructure (analog, digital and IP telephony). • Investigate alternatives for Internet infrastructure (megabit, gigabit, wired and wireless). • Learn what other communities are doing for their media infrastructure services. • Compare construction, monthly, annual and bulk costs of various alternatives, inclusive of regulatory fees and taxes. • Provide information to Pelican Bay Board and Members about the state of current infrastructure and future possibilities. • Monitor provider performance with regard to service quality, customer service, responsiveness and meeting contractual obligations. • During the contract period, maintain an awareness of technology/competitive trends that threaten to reduce the competitiveness or effectiveness of the current offering. • Be an advocate for the community and Foundation in dispute resolution with the provider, if necessary.
