Welcome back to your home in paradise. With the hurricane recovery behind us, we are looking forward to a “normal” season (finally!) at Pelican Bay with all our services and amenities available for your enjoyment. Behavioral experts say that the key to returning to normal is through “connectedness.” Fortunately, Pelican Bay is a connected community in every way possible — through friendly neighbors with shared values, lively and inclusive social and fitness activities, and through technology. Pelican Bay is our “happy place,” and we are all fortunate to live in such a beautiful and welcoming community. I recently met with our new Lifestyle Manager, Arlene Harper, and reviewed all the activities available to Pelican Bay members. Going into that discussion, I thought I was pretty connected and active in the community, but I quickly realized that I am barely scratching the surface. For example, while I am very active with tennis, fitness and Men’s Coffee, and I frequently visit the beach and eat at our restaurants, there are a myriad of other activities I have never even tried. As you begin a new season at Pelican Bay, I suggest that you consider picking a new activity and see where it leads. For example, if you do not play tennis or pickleball, take a lesson or join a beginner’s clinic. Check out our canoes, kayaks and stand-up paddleboards, or learn to sail! Have you heard about mahjong or bridge but don’t know how to play? Join a group and let’s learn together. Never been to a Men’s Coffee meeting or a Pelican Bay Women’s League activity? Give it a shot! Do you want to take control of your health and fitness, then talk with one of our highly skilled personal trainers or attend a beach fitness class. The opportunities are endless. Just do it! You will be happy you did, and you will probably make a friend or two in the process. To help you jumpstart your plans for this season, check out my recommended “Top 10” list of things to do in Pelican Bay this year (in no particular order) on page 25. Having such a comprehensive and diverse array of activities and world-class amenities is the direct result of effective planning and attention to detail. In closing, I am personally grateful for the talented leaders who volunteer their time and expertise to serve with me on our Foundation Board: Susan Levine, Stephen Eichenberger, Tom Polke, Jane Brown, Rich Alexander and Bob Eilers. Along with many members who serve on committees and advisory boards and our dedicated and professional Foundation staff, we are energized and focused on making Pelican Bay the best it can be. All of us take our responsibilities seriously. We are grateful for your confidence and trust and will be tireless advocates for all our members. The 2024 year brought about a great deal of progress in many important areas. A thoughtful strategic plan was conceived and approved by the Board; tactic teams completed most, if not all, their year one objectives; new programs and services were thoughtfully introduced; and member satisfaction improved across many functional areas of the community. It was also a very challenging year from the standpoint of named storms. Hurricanes Helene and Milton made their mark in terms of surge and beach damage, but thanks to the learning from Hurricane Ian, we were smarter with asset protection, remediation and emergency communications. Disruptive and stressful as those storms may have been, there were no human casualties, asset loss was contained, and programming interruptions were measured in weeks, not months. By far, however, the greatest milestone achieved in 2024 was this: after a long two-year wait, all Foundation amenities, including both restaurants and the new Clam Pass building, were fully operational! So where do we go from here? “Next Level” is the theme we adopted as a management team for 2025 – next level programming, next level hospitality, next level products and services, and most importantly, next level member satisfaction. This begins with an honest and accurate assessment of the present condition, collaborating with team members and advisory groups to identify potential enhancements, and building a path forward — a path that leads to higher engagement, greater satisfaction and an even stronger value proposition than you enjoy today. In fact, the Foundation’s Operating Plan for this year includes goals and objectives that not only align with strategic imperatives but are also intended to noticeably enhance the Pelican Bay lifestyle. I have challenged our team to walk in your shoes and find new ways to elevate your experience. Sometimes small changes can make big improvements; while other times, it takes big changes to make small improvements. Either way, our journey to the next level at Pelican Bay is all about refinement. Great hospitality organizations understand — even obsess about — the basics: a friendly, well-trained team, clean facilities, quality components and timely service, all delivered with an uncommonly high standard of care. Refining these important elements, good as they already may be, takes the entire team intensely focused on small, incremental, non-reversable improvements to everything we do — even 1% a day will get us there eventually! Put differently, there is simply no replacement for operational excellence, and the time to “double down” is now. If you would like to help us move the needle, in addition to engaging in the community and enjoying your time here, there are two important ways for you as a member to contribute: No. 1 - Feedback Please remember the importance of sharing your feedback with us in real time. The good, the bad and the ugly — we want to hear it all from you. There are obviously several ways in which you can do this. Regardless of the delivery format, there is no replacement for its value, as we endeavor to refine our deliverables and enhance your Pelican Bay lifestyle. Given our strong desire to continue building a culture of excellence, you have an important role to play in our ability to leverage the power of both constructive criticism and positive reinforcement. a message from the president...continued from page 12 Speaking of which, if you are in the habit of trying to catch people doing something wrong, I challenge you to expend an equal amount of energy catching people doing something right. There is a whole lot of right happening out there every single day and ample opportunity to notice it and express your gratitude. If you think it doesn’t matter, please think again. In addition to the favorable impact gratitude can have in a workplace, expressing it has a direct correlation to personal happiness as well as an individual’s ability to deal with trauma, stress or life’s unforeseen challenges. Gratitude alters your perspective, improves your outlook and sets a positive example for others, which conveniently fits into the Foundation’s core values. Mostly though, gratitude, and the positive mindset that it creates, is an essential element in becoming a workplace of choice. So, in that spirit, from the bottom of my grateful heart, I thank you in advance for your feedback and helping me catch people doing things right! No. 2 - Culture If you have heard me speak on this subject, you already know the high value I place on culture and the importance of firmly establishing Pelican Bay Foundation as a “workplace of choice.” This is especially important while navigating the unprecedented realities of today’s labor market, where attracting and retaining high quality team members has never been more challenging. We as members — both members of the community and members of the team — share the responsibility of creating and maintaining our culture, so please, do not ever underestimate the importance of your individual contribution. Welcoming, collaborative, positive and respectful; these are the words that define our values and shape the culture at Pelican Bay. Absent the intentional demonstration of behaviors aligning with these values, they are, alas, merely words on a page. Top 10 Things to Do This Year in Pelican Bay By Mike Ruffolo, Pelican Bay Foundation Chairman As you begin a new season at Pelican Bay, I suggest that you consider picking a new activity and see where it leads. Here are my recommended “Top 10” list of things to do in Pelican Bay this year (in no particular order): No. 1. Purchase and read the Pelican Bay history book. This beautiful coffee table book is full of historic and rare photographs and provides both a wonderful historical narrative on the founding of Pelican Bay as well as a forward look into the future. No. 2. Play pickleball. Get ready for the new pickleball courts being constructed this year. It is fun, easy to learn, good exercise and a great way to spend time with family, friends and neighbors. There are numerous public pickleball courts throughout Naples with the closest facility located at Veteran’s Park. No. 3. Attend an Artis—Naples performance. Whether it’s a Broadway touring show, an orchestra performance or an art showcase, there’s something for everyone! No. 4. Invest in your fitness and longevity. Cardiovascular health, balance, strength and flexibility are key to a healthy and happy life. Pelican Bay offers activities for all ages and fitness levels, ranging from beach fitness classes to personal training to cardio tennis. Take the first step to a better you! No. 5. Play tennis. Whether you are new to the sport or an experienced player, our vibrant and growing tennis program is a great way to make new friends and enjoy some fun exercise. Even if you don’t play, come watch the first-ever NCAA Division 1 tennis match played at Pelican Bay. The match will be played on Jan. 25 and features Florida Gulf Coast University (FGCU) versus Barry University. No. 6. Enjoy our beachfront dining. Treat your family and friends to lunch or dinner at our beautiful and fun coastal restaurants. Make Marker 36 and Sandbar among your “go-to” restaurants this season and enjoy the musical entertainment featured each week. Leave your car keys at home and avoid the traffic and the crowds. No. 7. Take an early morning walk on the beach. You will be mesmerized by the natural beauty and tranquility of nature at its finest. After your walk, enjoy a complimentary cup of coffee on our expansive outdoor decks at both restaurants. No. 8. Attend Pelican Bay’s Art Shows. Come to the Annual Photography Show on Feb. 6 and the Pelican Bay Art Show on March 7. You will be amazed by the talent and capabilities of your friends and neighbors. No. 9. Attend our community beach party. Cap off the high season with our first-ever beach party on Saturday, April 26. It will feature the hugely popular Ben Allen Band and promises to be a great night of entertainment and socializing for the entire community. No. 10. Enjoy a beautiful sunset. Discover Pelican Bay in a new way, through its very own history book! The Pelican Bay History Book project has been a labor of love and dedication, representing the collective efforts of our community over nearly two years. The Pelican Bay History Book, titled "Pelican Bay: A History of Our Home in Paradise," is a beautiful compilation of stories, events and photographs that provide a comprehensive look at the evolution of our community. Crafted with care, it features contributions from the Foundation archives and the creative talents of our local photographers. The book offers more than just a chronology of events; it dives deep into personal anecdotes and pivotal moments that shaped Pelican Bay into the vibrant community it is today. One of the book highlights is about our community’s commitment to environmental stewardship, particularly in the preservation of the mangrove ecosystems that are so integral to our coastal landscape. These mangroves have been carefully protected throughout Pelican Bay's development, with boardwalks constructed using special equipment to minimize environmental impact. The use of durable Ipe wood, as illustrated in a 2003 photograph, not only ensured the longevity of these structures but also preserves the natural beauty of the mangroves. As you may or may not know, the Pelican Bay Foundation is working toward going completely paperless for the annual Board of Directors elections. With thousands of community residents already enjoying the ease and convenience of paperless voting, now is a great time to sign up. Online paperless voting saves you time, reduces the paper waste created by mailing ballots and saves the Foundation money, which can be better used elsewhere in the community. Below, we outline four easy steps to go completely paperless. Step 1: Log In to Your Member Portal The first step is to log in to your pelicanbay.org member profile with your member number and password. Step 2: Visit Pelicanbay.Org/Paperless Because the electronic consent form is a legal document, you must first be logged in to the secure member portal at pelicanbay.org before accessing pelicanbay.org/paperless. Step 3: Submit a Completed Electronic Consent Form Submitting a completed electronic consent form is necessary to document that you acknowledge and willingly accept the terms and policies to receive electronic notifications from the Foundation. Each Pelican Bay property is linked with its own unique voter ID, so make sure to list all your Pelican Bay addresses if you have more than one. By submitting this form, you consent to receive official election information through the email address provided and register to vote in future Board of Directors elections electronically. When filling out the form, we recommend submitting the email address you use the most, as thiswill be how you receive your electronic voting information. Carefully read the terms detailing what electronic consent truly is. By consenting to electronic notifications, you will no longer receive paper communications regarding upcoming elections. STAY IN THE BAY Pelican Bay Foundation Governance Structure The Pelican Bay Foundation Board of Directors continually focuses on managing, enhancing and improving the community, facilities and amenities. The Board works with six standing committees — Design Review, Elections, Facilities, Finance, Member Policies & Relations and Strategic Planning — along with two Ad Hoc Committees — Legal and Media Infrastructure — to advise the Board on the best recommendations for continued improve-ment. Each committee has specific purposes, as highlighted below. Design Review Committee The Design Review Committee helps owners realize their objectives while implementing the overall vision that distinguishes Pelican Bay from other communities in Naples by focusing on specific review criteria. • Validity of Concept – The basic idea of the exterior change must be sound and appropriate to its surroundings. • Landscaping and Environment – The exterior change must not adversely impact the natural landscape or the man-made environment. • Relationship of Structures and Adjoining Property – The proposed change must relate harmoniously to its surroundings, existing buildings and terrain visually related to the change. • Consideration of Neighbors – The interests of neighboring owners and the owners’ property rights are protected by making reasonable provisions for such matters as water drainage, sound buffers, privacy, light and air and other aspects of design, which may have substantial effects on neighboring property. • Design Compatibility – The proposed change must be compatible with the design characteristics of the applicant’s home and the general neighborhood setting. Compatibility is defined as harmony in design, style, scale, materials, finish(es), color and construction details. • Scale – The three-dimensional size of the proposed change must relate satisfactorily to adjacent structures and surroundings. • Materials – Continuity is established by use of the same or compatible materials as used in the home. • Color – Must be consistent with the neighborhood’s color scheme. • Workmanship – The quality of work must be equal to or better than that of existing structures. Elections Committee • Draft an election procedure resolution for approval by the Board. • Publish notice of the election in the Pelican Bay Post. • Certify that nominees for the Board meet the qualifications stated in section 4.04 of the Bylaws or its successors. • Organize and run forums where candidates may address voters. • Resolve complaints about the election process. • Recommend the method of voting for Board approval. Retain and oversee the services of an outside firm or firms to print and mail the ballot packets; receive and tabulate the ballots, including the creation and maintenance of an internet voting site; audit the results in case of a contested election; and provide such other services as the committee deems appropriate. • Oversee the voting. • Certify the election results. • Announce the election results in aggregate only. Facilities Committee • Consult with the Strategic Planning Committee on new facilities and improvements to existing facilities. • Develop concepts for capital projects. • Solicit member input on projects under consideration. • Review design documents and identify issues or suggest revisions. • Review bid evaluation packets from partners and contractors. • Conduct periodic reviews of construction, identify issues and offer recommendations. • Review performance of partners. Finance Committee • Review and oversee the Foundation’s annual operating, replacement and capital spending budgets. • Make recommendations to the Board concerning all budgets and any unbudgeted expenditures throughout the year. • Review and recommend investment policies for the Foundation’s cash balances. • Select the Foundation’s independent auditors. • Make presentations to the Board of Directors on: n Results of the annual audit n The adequacy and effectiveness of the accounting controls of the Foundation n Recommendations to improve internal control procedures n Any significant financial reporting issues and practices Member Policies and Relations Committee • Review member policies as needed. • Recommend to the Board new policies or changes in policies based on a thoughtful consideration of what appears to be in the best interests of the membership. • Serve as an entry point for Foundation Member ideas and suggestions. Strategic Planning Committee The responsibility of the Strategic Planning Committee is to develop and maintain an ongoing three-year strategic plan including a community master plan to ensure realization of the mission, vision and values of the Pelican Bay Foundation. The Strategic Planning Committee is the keeper of the mission, vision and values statements for Pelican Bay and can recommend updates as necessary. The scope of the three-year strategic plan involves the natural environment, member services, branding and visual appeal, facilities and amenities, activities and programming, infrastructure, external relationships and financial approach. The strategic plan will be comprised of three key components: 1. Goals and objectives 2. Strategies and tactics 3. Implementation plan Progress will be tracked on a semiannual basis and the entire plan will be reviewed and revised annually. An in- depth review will occur every three years. Legal Ad Hoc Committee This ad hoc committee was formed by the Foundation Board to review and report on the following issues: • Any litigation matters • Legal aspects of future development and redevelopment within Pelican Bay • Consideration of any new land use or alternative governing structures impacting Pelican Bay • Legislative or regulatory changes that could affect Pelican Bay • Other matters that the Board may direct the committee to consider during the term of its existence • Interact with expert outside counsel to advise on specific issues Media Infrastructure Ad Hoc Committee The Media Infrastructure Ad Hoc Committee reviews the media infrastructure within Pelican Bay with a view of the future. The Committee will explore options available with the goal of providing media services at competitive costs that reflect current and next-generation technologies as well as maintain a working relationship with senior management of the selected provider to review the performance of the provider, its responsiveness to Pelican Bay residents and compliance with contractual obligations. The Committee’s duties include: • Investigate alternatives for TV infrastructure (broadcast, subscription and streaming). • Investigate alternatives for telephone infrastructure (analog, digital and IP telephony). • Investigate alternatives for internet infrastructure (megabit, gigabit, wired and wireless). • Learn what other communities are doing for their media infrastructure services. • Compare construction, monthly, annual and bulk costs of various alternatives, inclusive of regulatory fees and taxes. • Monitor provider performance with regard to service quality, customer service, responsiveness and meeting contractual obligations. • During the contract period, maintain an awareness of technology/competitive trends that threaten to reduce the competitiveness or effectiveness of the current offering. • Be an advocate for the community and Foundation in dispute resolution with the provider, if necessary. 37 Pelican Bay Member Guide 2025 PelicanBay.org
Information at Your Fingertips Pelican Bay prides itself on valuing tradition while adopting innovative trends and resources. This is especially important for our communications channels to ensure information is distributed accurately and quickly. Pelican Bay partnered with Northstar Technologies Inc. to convert essential systems into an integrated database platform with an updated website and app to improve the member experience in addition to our digital platforms. We also generate weekly e-newsletters, publish a monthly printed newspaper ( Pelican Bay Post) and display information on digital boards throughout the community. Wireless hotspots are also optimized for signal strength and user volume. Foundation Website The Foundation website, pelicanbay.org, serves as an information hub for members and nonmembers alike. While nonmembers are granted limited access, members can sign in for complete access to enhanced features of resources they have come to rely on: • Event registration • Forms and documents • Board and committee information • Community calendar • Beach cams and information • Online restaurant reservations • Online fitness, tennis and pickleball registrations Signing in the First Time Our website, through the Northstar platform, has new instructions for members to access their pro-files when signing in to www.pelicanbay.org for the first time, using the following steps: 1. Pelican Bay Foundation does not store credit card information or personally identifiable information (PII). All credit card transactions are secured with the most used and highest level of encryption available, which is currently AES-256. The Pelican Bay Foundation Members app contains an activity feed section that the Foundation uses to communicate emergencies, events, special hours of operation and other important information. Text Alerts Our text alerts are a convenient service for members interested in receiving mobile updates for emergencies and other critical communications.
