he Pelican Bay Foundation,
Inc. (Foundation), the Pelican
Bay Property Owner Asso-
ciation (PBPOA), the Pelican Bay
Services Division (PBSD) and Collier
County (County) all play distinctive
roles with different responsibili-
ties within Pelican Bay. All share a
common objective of maintaining
or enhancing the community for the
benefit of the members.
PELICAN BAY FOUNDATION, INC.
The Foundation is the master
association for the community. It is
the entity that succeeded the original
developer, WCI, and has as its Vision
to:
“Preserve and enhance Pelican Bay
as Florida’s premier, mixed-use, beach-
front community. It is the Foundation’s
responsibility to promote the enjoyment,
health, safety and general welfare of its
property owners, residents, guests and
employees through cooperative gover-
nance of the community and cooperative
management of its common elements,
and enhance the property values through-
out the Community.”
Membership in the Foundation is
mandatory for all property owners
within Pelican Bay. The Foundation
owns and operates all of the common
areas of the community including two
beach facilities with restaurants, two
tennis facilities, two boardwalks, a
fitness/wellness center, a community
center and approximately 90 acres of
land. The Foundation also provides
for numerous services and amenities
including the tram transportation
system, beach amenities, covenant
enforcement, safety and security,
communications, member services
and administrative functions (insur-
ance, legal, etc.).
The Foundation is led by a seven-
member community-elected Board.
The Foundation’s operations are
funded by an annual operating assess-
ment, and revenues from operations.
The Foundation’s assets are main-
tained through an annual replacement
reserve assessment.

OWNERS ASSOCIATION
The PBPOA was established by resi-
dents who wanted to speak with a uni-
fied voice during the development of
Pelican Bay. At the time, the PBPOA
was the only residents’ organization.
