of the Foundation and the PBSD,
the PBPOA evolved into an oversight
organization, with the primary goal of
representing residential property own-
ers’ interests. The PBPOA expresses
its views on topical issues within the
community, and has the latitude to
get involved in issues that affect
the community.
The PBPOA also initiates
community workshops and candidate
forums to provide information to the
residents. Topics have included state
legislative issues, changes in condo-
minium law, and North Naples Fire &
Rescue consolidation.
The PBPOA sponsors the Year
Rounders and its off-season social
events and, in recent years, the PBPOA
has honored individuals who have made
sustained contributions to the community.
The PBPOA is led by Board
Members which consist of an
executive committee and directors.
PBPOA’s activities are funded by
annual dues and fees from event
participation.
PELICAN BAY SERVICES
DIVISION (PBSD)
The Pelican Bay Services Division is a
department of Collier County govern-
ment created to perform the tasks
funded by the extraordinary taxing
structure, or Municipal Service Taxing
& Benefit Unit (MSTBU) of Pelican
Bay. The MSTBU was established by
Collier County after it took over the
Pelican Bay Improvement District (an
independent district) in 1990 to fund
the extraordinary municipal services
desired by the community.
Areas of duties the PBSD
perform include:
• Community Appearance and
Landscaping—medians, curbs
and berms
• Irrigation and sprinkler systems
• Street cleaning; street and
entrance signs
• Street lighting
• Water management
• Exotic plant removal
• Noise abatement
• Special projects—Clam Bay Man-
agement Program; and U.S. 41
MEDIAN LANDSCAPING -
NORTH
The PBSD has a Board of 11 mem-
bers—nine residential representatives
and two commercial representatives
that are appointed by, and advise, the
Board of Collier County Commis-sion-
ers on how to utilize the funds raised
from property owners within
Pelican Bay. The PBSD’s work is
funded by assessments and taxes that
show up on the bottom of an owner’s
annual property tax bill.
OTHER COLLIER
COUNTY AGENCIES
There are multiple services that are
delivered to Pelican Bay by other
Collier County agencies. Collier
County government arranges for trash
removal, street and sidewalk mainte-
nance, drinkable (potable) water,
irrigation (reclaimed) water, building
code and permitting and emergency
medical response (ambulance).
The North Naples Fire District
(an independent district) and Collier
County Sheriff ’s Office (a constitution-
ally established entity) also have pre-
ventative maintenance and emergency
response duties and obligations within
Pelican Bay. The other Collier County
constitutional functions (Supervisor
of Elections, Tax Collector, Property
Appraiser and Clerk of Courts) service
the community of Pelican Bay as
their jurisdictional responsibilities
would indicate.
Obviously, Pelican Bay is serviced by
a multilayered structure of related
and independent organizations.
Voting for, or indicating your
preference for, those who you feel
represent your best interests on the
Pelican Bay Foundation Board, the
Board of County Commissioners, the
Pelican Bay Services Division Board
and the North Naples Fire District
Commission, is of critical importance
to the level and quality of services
delivered to, and within, Pelican Bay.
While it can sometimes be
difficult to know who is responsible
for exactly what in Pelican Bay,
the Foundation can always be your
“one-stop” resource, and can direct
your questions or concerns to the
appropriate entity.
